His ultimate goal is to help as many people as possible. Thus, he worked on establishing the “Emirates For Community Empowerment,”The first third sector incubator company in the Emirates., that produced many entities, the first of which was Abu Dhabi Community Cooperative, which works on socially and financially elevating its members through developing their capabilities to reach self and social sufficiency.

Mubarak Al Helali can start any developmental project that services the community using innovative and safe methods.
That comes thanks to over 29 years of social work experience and the skills he gained while overcoming various obstacles in the industry.
He is the only person to ever receive a community innovator license in UAE’s third sector.

Mubarak has worked on community projects for more than 14 years in the palace of His Highness the late Sheikh Zayed Bin Sultan Al Nahyan, may God have mercy upon him.

He also established Zayed Sons Clubs for community work in South Korea, Germany, and the United States of America, in which he helped patients and students overseas.

Activist and expert in UAE’s third sector through various social work
The founder and CEO of Emirates for Community Empowerment and Abu Dhabi Community Cooperative, the latter of which launched one of its most important projects: Hoot, the first community cooperative market in the world.
Neither public nor private, independent non-profit community entities are defined as the third sector. This sector focuses on community and financial development and improving the life quality of all society members.
Cooperatives are part of the third sector in which companies and individuals share the success through overcoming social and economic challenges. These cooperatives can gain an annual profit that achieves sustainability and supports the contributors.

With the administrative development and the strategic local and international companies, ECE supported the community through creating, incubating, and reestablishing cooperatives to empower the community and the nation.

1- Abu Dhabi Community Cooperative
One of the accomplishments of ECE. This place provides innovative solutions for the community that benefits all its members. ADCC works on elevating its members and the community, both socially and financially.

An umbrella that contains prevention projects and companies in UAE which help achieve sustainable development.

3- Coffee Coop
The cooperative’s main target is to provide coffee beans and cafés equipment and tools for all community members, plus additional benefits for the cooperative members.

4- Adventure Coop
The first cooperative owned by its members specialized in safe adventures and sports in UAE. The goal is to encourage the community to challenge itself and live through adventures inside UAE.

Cooperatives are divided into two kinds: The first is individual cooperatives which are created, managed, and contributed by community members. The second is entity cooperatives, in which a group of different companies from various sectors come together to establish a cooperative with a common community goal. These cooperatives bring benefits that are otherwise hard to achieve independently, such as establishing a better relationship between consumers and investors by facilitating community service. In addition, the investors and contributors hold the same right to vote on how the cooperative works.
